About the Position:This position is with the U.S. Army Corps of Engineers Regulatory Division. The Regulatory program mission is to improve and enhance the physical, biological, and chemical integrity of the nation's water resources, and ensure regulated activities in these waters are not contrary to the public interest in terms of environmental, social, and economical concerns. The incumbent will serve as a Regulatory Project Manager. Who May Apply: U.S. Citizens
Duties
In a developmental capacity, plans execution of work assignments and oversees all facets of the work to successfully complete all assigned projects. Reviews and interprets existing environmental laws and implementing regulations and then designs and implements new procedures that will be followed in order to bring projects into full compliance with these laws and regulations. Determines adequacy of substantive and procedural matters relating to assigned projects and reports these findings to the customer, District supervisory staff and higher Army headquarters elements as required. Establishes compliance requirements with all regulatory agencies to enable assigned projects to be completed within established time lines. Coordinates compliance requirements with the customer, local, state, and Federal agencies. Prepares public notices and conducts hearings and meetings relative to environmental compliance matters for assigned projects.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: work which involves analyzing and interpreting federal regulations, applying public laws, reviewing permit applications, conducting research and communicating information to the public.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of regulatory and program permits and processes
Ability to prepare environmental documentation
Skill in the enforcement of permit legality and compliance
Ability to communicate
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may combine the specialized experience described above and education to meet the total qualification requirements at the GS-07 level.
For this job, you may qualify if your education meets the definitions below:
Successful completion of 1 year of progressively higher level graduate education leading to a Master's or equivalent degree at an accredited college or university in a related discipline appropriate to the position.
Superior Academic Achievement (SAA) at the baccalaureate level.
Additionally, the following professional Interdisciplinary occupations (0401, 0408, 0819, 1301) have specific educational requirements which apply to the position. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.
