Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. We lead planning in the region with a Regional Transportation Plan that guides the work and investments of the organization. This includes building light transit, bus rapid transit and Regional Express Rail, as well as operating GO Transit, UP Express and PRESTO.

What can I expect to do in this role?

Our Strategic Business Planning and Enterprise Risk Management Division is seeking a Manager, Corporate Records and Information Management to manage the development and delivery of an enterprise records and information management (ERIM) program/services for Metrolinx, including strategy development, policy formulation, expert advice and Freedom of Information (FOI) request processing/management, ensuring compliance with legislative and regulatory requirements; and manage the delivery of corporate-wide administrative services across Metrolinx to support Metrolinx's organizational goals and meet corporate business objectives.

How do I qualify?

Key Responsibilities:

• Manages the planning, development and implementation of a strategic plan and operational policies and procedures for a records and information management program; leads the establishment of a records/information governance framework and rules for all business documents and information assets, enterprise wide (in all mediums) including email, hard copy, digital/electronic records/information, and the classification, retention and disposition rules for all information assets.
• Develops, implements and maintains records and information management policies with input from Metrolinx legal/privacy and information security teams to ensure compliance with government policy, procedures and relevant legislation (e.g. 2009 Archives Record Keeping Act) and record and information management best practices.
• Manages the provision of FOI services across the organization, develops and implements procedures and systems that enable Metrolinx to respond to requests efficiently and in compliance with Freedom of Information and Protection of Privacy legislation, policies and procedural obligations; manages/coordinates filing of annual FOI report.
• Manages/facilitates the receipt, processing, researching, coordination and response to freedom of information request from stakeholders, members of the public.
• Manages the provision of effective and efficient corporate-wide services and programs, including the administration of documentation (e.g. corporate policies, manuals, forms, records, publications, and other reference materials), and the corporate recycling program.
• Establishes business side direction for use of the Electronic Document Record Management System (EDRMS) project and other electronic and paper repositories, including developing an interim plan on how best to configure retention, disposition and privacy/security access rules within the Open Text application while the enterprise formalizes its Records Retention Schedule and Policy.
• Develops and leads an enterprise-wide Information Work Group, working in collaboration with business units, subject matter experts and the RIM Team to support rollout of governance polices/processes for how all records and information assets are to be managed.
• Leads and provides oversight to the development and delivery of enterprise-wide standard records and information management and FOI education/training to promote awareness, understanding and reinforce compliance, best practices and standards of FOI and RIM requirements to staff across all business units of Metrolinx.

Qualifications:

• Completion of a degree in Records and Information Management, Business Administration or a related discipline or a combination of education, training and experience deemed equivalent.
• Minimum eight (8) years' progressive experience in the development and implementation of a Records and Information Management program and experience managing corporate administrative activities/programs/services.
• Must have experience in records and information management and project management, including financial management, resources management, procurement and contract management.
• Knowledge of records and information management strategies, standards, policies, systems and best practices to manage the development and delivery of a records and information management (RIM) program/services.
• Knowledge of record and information keeping best practices, the 2009 Archives Record Keeping Act, Freedom of Information Act, Freedom of Information and Protection of Privacy Act and related standards, regulations and policies to ensure compliance with relevant legislative and regulatory requirements.
• Must have strong leadership/management skills to manage unit/departmental staff and lead project teams.
• Budget and financial management experience to manage unit budget and budget activities.
• Strong partnership building, relationship management and collaboration skills required.
• Strong communication skills (verbal/written/presentation) required to prepare and present documentation, reports, proposals, briefing materials, training/education materials related to RIM and FOI program development, planning and delivery.
