About the Agency

The Internship Program provides students enrolled in high schools, colleges, trade schools and other qualifying educational institutions with paid opportunities to work in agencies and explore Federal careers while completing their education. Veteran's Preference will be applied in filling positions under the Pathways Programs.

• Eligible students must be enrolled at least half-time in an accredited academic institution and maintain a 2.5 GPA or higher.
• Students will be on indefinite appointments during their period of eligibility under the Internship Program.
• Interns will be required to sign an agreement that outlines the parameters of the Internship Program during employment with NSF.
• The Internship Program allows students an opportunity to be converted non-competitively to a career-conditional or term position once the student completes all requirements of the Internship Program.

Noncompetitive conversion to a permanent or term position is not guaranteed. The Intern’s eligibility for conversion does not guarantee that the agency will opt for conversion.

Duties

This position is located in the Office of Budget, Finance and Awards Management (BFA), Division of Acquisition and Cooperative Support (DACS), Contracts Branch. The Contracts Branch is responsible for the planning, solicitation, negotiation, award and award administration of infrastructure, research and research support contracts for NSF.

The incumbent serves as a Student Trainee under a progressive training program in cooperation with an accredited college or university. Assignments typically include one or a combination of duties incident to assisting more senior staff members with various projects designed to facilitate the development of the student trainee. The Student Trainee could assist senior staff members with the following duties:

Utilizes common contract methods and types with well-defined contract actions such as fixed price purchases, cost escalation factors, socio-economic, material shortages and terminations. Monitors the administration of the contract until final delivery and payments are complete.

Recommends actions when the contractor is not in compliance with contract provisions. Investigates circumstances to determine and recommend alternative courses of action, such as extension of the delivery schedule. conducts contract reviews to evaluate contractor's performance, and monitors contractor activity to assure compliance.

Performs contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.

Utilizes basic price or cost analysis techniques to analyze contractors' projected estimated costs for which historical or pertinent data are available.

Negotiates changes to agreements when precedents are well established and the bargaining positions are close.

Receive visitors and screen telephone calls for the office, referring calls and visitors to appropriate staff member.

Receive, control, and track correspondence and documents, requests, and Action Items. Follow up on all action items to ensure deadlines are met. Take action on routine correspondence, ensuring that response contains accurate data, and adhere to NSF policies and procedures.

Qualifications

To qualify at the GS-7 level you must have one of the following: At least one year of specialized experience equivalent to the GS-5 level in the Federal service. Examples of specialized experience may include: gathering, extracting, evaluating, and consolidating data in the formulation of reports; assisting senior analysts in the preparation of program reports; performing basic research of laws and regulations; and participating as a team member to complete special projects; OR One full year of graduate level education; OR A Bachelor's degree with Superior Academic Achievement - that is one of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, OR based on courses completed during your final 2 years; OR A combination of post high school education and experience that combined meet the qualification requirements for this position.

In addition to meeting the requirements described above, you must meet one of the following basic education requirements for accountant positions to qualify at the GS-05, GS-07 or GS-09 levels: 1. A degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This may include up to 6 semester hours of credit in business law; OR 2. A combination of education and experience that includes 4 years of experience in accounting or a combination of accounting experience, college level education, and training and included one of the following: 1) 24 semester hours in appropriate accounting or auditing courses (can include semester 6 hours of business law); 2) certificate as a Certified Public Accountant or a Certified Internal Auditor, from a written exam; 3) degree that included substantial accounting or auditing courses, (i.e.,15 or more semester hours), but less than 24 semester hours and have worked successfully at the full-working level in accounting, auditing, or a related field and a panel of at least 2 higher level professional accountants or auditors have determined that you demonstrated a good knowledge of accounting and related fields.
