This position is located in the Pentagon Operations Center (POC) Directorate. The POC serves as the Pentagon Reservation's Public Safety Answering Point (PSAP). The mission of the POC, and particularly of the Telecommunications Equipment Operator, is to observe, receive, validate, and react to information regarding indications of potential threats to public safety, physical security breaches, or compromises of infrastructure integrity at Pentagon facilities in the NCR in order to provide a safe work environment for the DoD community and its visitors.

The mission of the Pentagon Force Protection Agency (PFPA) is to provide force protection, security, and law enforcement, as required for the people, facilities, infrastructure and other resources at the Pentagon Reservation and Department of Defense (DoD) activities and DoD-leased facilities not under the jurisdiction of a Military Department within the National Capital Region (NCR) (hereinafter referred to as "the Pentagon Facilities"). This includes addressing the full spectrum of potential threats through robust prevention, preparedness, detection, and response measures. PFPA uses an integrated approach to perform its critical mission, bringing together functions such as chemical, biological, radiological, and nuclear detection and response, law enforcement, physical security, anti-terrorism/force protection, and surveillance detection. PFPA operates in an environment that requires close coordination between multiple local, state and Federal agencies.

Duties

As a Telecommunications Equipment Operator, your typical work assignments may include:

• Receive and monitor emergency and non-emergency requests by telephone or automatic alarms throughout the Pentagon Facilities.
• Coordinate with military and civilian agencies in response to mutual aid requests, in accordance with established protocols.
• Operate a variety of communications equipment including, but not limited to, Computer Aided Dispatch (CAD), Enhanced-911 (E-911), Land Mobile Radio (LMR), Telecommunication Devices for the Deaf (TDD), and computers with general and specialized software common to the profession of public safety telecommunications.
• Conduct operational checks of communications and telephone equipment, notes discrepancies in accordance with established procedures.
• Provide direction and intervention to resolve problems, achieve program goals and objectives.

Qualifications

You may qualify at the GS-7 level, if your resume and supporting documentation supports the following qualification requirements:

One year of specialized experience equivalent to the GS-6 grade level in the Federal service that demonstrates your ability to: 1) Operate a variety of communication equipment, such as Computer Aided Dispatch (CAD), Enhanced-911 (E-911), Land Mobile Radio LMR), Telecommunication Devices for the Deaf (TDD), and computers with specialized software common to the profession of public safety telecommunications. 2) Provide post-dispatch and pre-arrival instructions for all response resources, usually in stressful and highly dynamic environments; and 3) Conduct operation checks of communications and telephone equipment, noting discrepancies in accordance with established procedures.

You may qualify at the GS-8 level, if your resume and supporting documentation supports the following qualification requirements:

One year of specialized experience equivalent to the GS-7 grade level in the Federal service that demonstrates your ability to: 1) Obtain essential information from callers for dispatch of emergency responders, assist with a service request or direct caller to the appropriate department based on request for service. 3) Instruct callers in a variety of emergency first aid techniques, including Cardiopulmonary Resuscitation (CPR), abdominal thrusts, opening an airway, controlling breathing, controlling bleeding, and emergency childbirth.

You may qualify at the GS-9 level, if your resume and supporting documentation supports the following qualification requirements:

One year of specialized experience equivalent to the GS-8 grade level in the Federal service that demonstrates your ability to: 1) Manage calls to control the conversation using established questioning; 2) Monitor, collect data and assess the condition of devices, telecommunication and alarm equipment to ensure operational effectiveness for routine and non-routine situations; and review telecommunication requirements to validate customer needs.

CONDITIONS OF EMPLOYMENT

• This position requires you to obtain and maintain a Secret security clearance.
• This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
• This position is designated as MISSION CRITICAL. Mission Critical employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
• This position is subject to recall 24/7 and the employee is required to work shifts; days off vary.
• Duty hours are not permanent and shift work is required in order to provide 24 hour, 7 days a week, 365 days per year coverage.
• The potential to work up to 16 hrs at a time does exist due to unscheduled absences and/or extreme circumstances such as natural disasters, terrorist attacks and other all hazards emergency or disaster situations.
• Retention in this position is contingent upon the successful completion and passing of all agency training requirements.
• The employee may be required to use hearing correction devices to augment their natural hearing in order to meet the requirements listed in accordance with the standards set forth in National Emergency Number Association (NENA) Hearing Standards for Public Safety Telecommunicators, Document 54-002, June 10, 2006.
