Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

NOTE:   By law, selection for this position is primarily restricted to individuals entitled to Veterans Preference.  With few exceptions by law, non-veterans who are not permanently employed at the applicable Service Unit/Area Office, cannot be selected when there are Veterans Preference eligibles available.  However, permanent federal employees currently serving in a position covered by the same generic title as the one to be filled, may be selected without regard to Veterans Preference.

About the Position:
Serves as a Security Guard at the 596th Transportation Brigade, Military Ocean Terminal, Sunny Point. The Brigade's mission is the transshipment of hazardous cargo. Security personnel are involved with guarding the facility (government-owned property), equipment and materials which are on the terminal on a permanent and temporary basis. Ancillary to protecting government-owned property is the protection of employees and other personnel working on the terminal. The installation is a "closed post" and security protections are characteristic for national defense and include measures concerning force protection, anti-terrorism, etc.
About the Location:
The installation is located near the city of Southport, North Carolina. It is situated between Myrtle Beach, South Carolina and Wilmington, North Carolina, both within about a one hour drive. The community of Southport-Oak Island is a small resort area, comprised of six municipalities - the towns of Southport, Caswell Beach, Oak Island (Long Beach and Yaupon Beach), St. James, Boiling Spring Lakes and the Village of Bald Head Island. The climate is ideal for year-round activities. No public transportation.

Duties

Major Duties:

• Control personnel access to and from the installation.
• Patrol restricted and administrative areas of the installation.
• Provide security measures for personnel, category and classified Arms, Ammunition, and Explosives (AA&E) against sabotage, espionage, theft, and damage.
• Verifiy photo identification of personnel for controlled access to the terminal.
• Inspect facilities and AA&E container seals.
• Assist with investigations of traffic accidents, incidents, property loss or damage and injuries.
• Respond as a Quick Reaction Force to breaches of security or acts of aggression.
• Perform searches for Improvised Explosive Devices (IED).
• Monitor electronic surveillance systems.

Qualifications

In order to qualify, you must meet the experience requirements described below.  Your resume must clearly describe your relevant experience.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: work that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Experience with knowledge of protective systems and techniques.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

• Knowledge of Security Guard Duties
• Knowledge of Security Procedures
• Skill with Conducting Searches
• Ability to Identify Authorized Permits and Badges

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (GS-04 or equivalent).

Education cannot be substituted for specialized experience at this grade level.

• Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

• One year trial/probationary period may be required.
• Direct Deposit of Pay is Required.
• Permanent Change of Station (PCS) costs are not authorized for this position.

Conditions of Employment:
1.  Must be able to obtain and maintain a Secret clearance.
2.  Pre-appointment and annual physical is required.  Must pass all medical examinations.
3.  Must meet established hearing and vision standards.
4.  Required to pass entry level and annual re-certification of Department of Army physical agility tests in accordance with AR 190-56.
5.  Must submit to drug testing urinalysis on a recurring basis, in accordance with AR 600-85. Detection of drug usage through confirmed positive urinalysis test results is cause for a determination that the incumbent has failed to meet the conditions necessary for continued employment in this position.
6.  Required to carry firearms or other weapons authorized for specific jurisdictions and required to be familiar with authorized weapons and demonstrate skill and proficiency in their use. 
7.  Must pass periodic skill proficiency examination and maintain current required certifications in the use of firearms.
8.  This position is covered by the 1998 Lautenberg Amendment to the Gun Control Act of 1968 (18 U.S.C. 922).  Persons convicted of misdemeanor crime of domestic violence are not eligible for this position
9.  Must wear a uniform.  Wears badge, uniform, revolver, and such other identifications as may be issued.  May be required to use protective clothing or gear.
10.  Requires rotating shifts and other than normal duty hours.
11.  Must participate in regularly scheduled training in the techniques of use of force, counter-terrorism, first aid, CPR, firearms, search and seizure, and security operations.
12.  This is an inclement weather essential position.
13.  Incumbent must possess a valid State and Government Drivers License to operate up to 1 ½ ton trucks.
14. TDY 5% as required for training purposes.
15.  Heavy lifting in excess of 30 lbs.
