About the Agency

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position:

• Develop, design, document, and implement various reporting systems that will facilitate the Hub’s operations.
• Develop procedures and documents for establishing, operating, and assessing the effectiveness of program delivery, including avoiding waste, fraud, abuse, misuse of assets, etc.
• Conduct or lead analytical studies of the various programmatic aspects of the organization’s programs for the purpose of evaluating the effectiveness of current policies and procedures to meet program objectives.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

• Collecting and researching data for studies, evaluations, or recommendations of programs or work operations; AND
• Planning, scheduling, conducting, or facilitating projects; AND
• Coordination of reports to make sure standards of timeliness and accuracy are met; AND
• Developing or implementing various reporting systems.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:

• Collecting and researching data for studies, evaluations, or recommendations of programs or work operations; AND
• Planning, scheduling, conducting, or facilitating projects; AND
• Assisting in the coordination of reports to make sure standards of timeliness and accuracy are met; AND
• Implementing various reporting systems.

OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.; in order to be qualifying, education must be in a related field.

OR
A combination of the following: more than 2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree, if related, and experience, may be used to meet total qualification requirements.

Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-9 level for 52 weeks.

Time After Competitive Appointment:Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
