If selected for this position you will serve as a technician for Plant Protection and Quarantine (PPQ).  You will be assigned a geographic area for which they have responsibility for helping PPQ Officers with the planning, coordinating and directing the survey, control, and regulatory functions for PPQ programs, including biocontrol and biotechnology activities and export of regulated agricultural commodities.

Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

• Participates fully with the supervisor in planning, scheduling, and coordinating survey and control measures conducted within their assigned area by furnishing specific information about their work area that will allow successful program accomplishment.
• Inspects and surveys properties (farms, rangeland, nurseries, shipping points, etc.) for the presence of harmful plants, insects, and plant diseases.
• Guides and/or conducts approved control and eradication measures including the adoption of cultural practices, sanitation measures, biological controls, and the application of herbicides, insecticides, nematicide, and fungicides in proper proportions or dosages.
• Enforces Federal and/or State plant quarantines and regulatory orders which restrict movement of plants, plant products, and equipment into or out of regulated areas.
• Maintains daily records of inspection work, control measures and regulatory procedures applied.
• Some reports are prepared through the use of Global Positioning System units and computer data input. Prepares maps used in connection with survey activities.  Services and maintains records for vehicles.
• Verifies, through monitoring, that the required procedures for packing, treatment, treatment record certification, shipment certification, post treatment storage and shipping have been carried out.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Identifying economically significant target pests.
• Collecting insect and disease samples suspected to be plant pests for identification by subject experts.
• Using and maintaining survey equipment, including electronic field data equipment such as Personal Digital Assistants (PDAs), GPS, computer tablets, cellular phones, and digital cameras.
• Assisting co-workers with surveys for alternate host plants and to acquire new sites for trap placement as part of the national exotic insect monitoring program(s).
• Contacting stakeholders, (i.e., landowners, tenants, managers, etc) to obtain permission to conduct surveys on private property.
• Using maps to locate commercial and residential properties for survey.

OR Successful completion of 4 years of study that included at least 16 semester hours in courses such as biology, plant pathology, entomology, zoology, botany, forestry, chemistry, agriculture, or physics.

Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-06 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Assessing biology of pest and habitat and recommended appropriate trapping/survey protocol to supervisor.
• Communicating program goals/policies to individuals and/or stakeholders in order to gain cooperation in survey and regulatory activities.
• Assisting in training new survey technicians.
• Planning and rescheduling assigned work due to weather forecasts and/or unanticipated circumstances.
• Using program databases to record and manage survey data for the purpose of generating reports or maps.

OR Successful completion of 1 year of graduate education (18 semester hours) in a field of study directly related to the position including courses such as biology, plant pathology, entomology, zoology, botany, forestry, chemistry, agriculture, or physics.

Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

• Applying principles of biological science to analyze and take action to prevent the establishment and/or artificial spread of plant pest
• Enforcing plant quarantines and regulatory orders which restrict movement of plant, plant products and equipment into or out of regulated areas
• Identifying program pests in all of their life stages and properly handling and applying restricted use chemicals
• Addressing public concerns regarding pest control and eradication procedures.

OR Successful completion of 1 year of graduate education (18 semester hours) in a field of study directly related to the position including courses such as biology, plant pathology, entomology, zoology, botany, forestry, chemistry, agriculture, or physics.

Equivalent combinations of education and experience are qualifying for this grade level.

TRANSCRIPTS are required if:

• You are qualifying for this position based on a combination of experience and education.
• This education must have been successfully completed and obtained from an accredited school, college, or university.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-5/6/7 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. • Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation
• Successful completion of a 1 year probationary or trial period (if new hire to the Federal service)
• Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty to this position will be the responsibility of the selected employee
• This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation in telework is at the discretion of the supervisor
• Requires physical exertion to walk, bend, stoop, lift items of moderate weight, climb or hike on sometimes slippery and uneven surfaces while working in fields, pastures, processing plants, and other agricultural situations in order to enforce quarantines and pertinent regulations. 
• The work environment primarily consists of outdoor activities with moderate exposure to uncomfortable and dangerous situations such as working in adverse weather conditions and around large agricultural related machinery.
• Must take precautionary measures to ensure his/her personal safety (such as wearing protective clothing and breathing apparatus).
