Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

• Reviews legislation, reports, financial analyses and statements, and other background information and holds discussions with program personnel in order to become familiar with program requirements and operations; determines any potential problems; develops required connections to offices, organizations, and program personnel; and identifies preliminary scope and course of audit activities.
• Develops the audit plan.
• When audits involve other team members, assigns these members to survey areas, based on program element, geographic area, or other appropriate assignment.
• Conducts and directs actual audit which can be at multiple locations.
• Reviews team or individual findings and identifies issues covering such areas as administrative and program controls, program procedures, allocation and expenditure of funds, potential fraud and/or waste, adherence to legislation, agreements, contracts, and other program requirements.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience/education for this position includes:

• Assisting more experienced auditors with conducting segments of audits;
• Preparing work papers using automated auditing software;
• Attending interviews and meetings to observe and learn interviewing and presentation techniques;
• Obtaining statements, records, and reports for review and analysis; AND
• Researching laws, regulations, guidelines, and procedures. OR
• 1 year of graduate-level education or superior academic achievement.

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience/education for this position includes:

• Conducting segments of audits;
• Preparing work papers using an automated auditing software program;
• Attending interviews and meetings to observe and learn interviewing and presentation techniques;
• Collecting, analyzing, and summarizing evidence to support audit conclusions;
• Identifying controls over operations and recognizing weaknesses in controls;
• Documenting results in work papers with appropriate summaries; AND
• Researching laws, regulations, guidelines, and procedures. OR
• 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-07, you must have been at the GS-05 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education Requirements: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
