Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the
discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.
NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

The Animal Health Technician functions as a Veterinary Technician and reports directly to the Veterinary Medical Unit (VMU) Veterinary Medical Officer (VMO). This position is located in the General Medical Research Program; Veterinary Medical Unit of the New York Harbor Healthcare System, Brooklyn, NY. The Animal Health Technician is responsible for coordinating VMU operations on behalf of the VMO and coordinating VMU services for Research Investigators with the VMU Supervisor. In addition, the work includes being responsible for ensuring laboratory compliance with the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC), Animal Welfare Act (AWA), USDA, NIH, and VA regulations. This

Related duties are, but not limited to the following:
Provides animal research technique, veterinary medical procedures, concepts, principles, theories and methods used in support of Veterinarians within a Research facility is required;
Inspects quarantine surgery, pre and post-operative care, post mortem procedures, and monitoring;
Utilizes knowledge of animal disease and laboratory management for a large animal research facility with a wide variety of animal species;
Conducts a wide variety of conventional and novel laboratory animal procedures;
Participates in a broad range of complex animal surgeries and examinations on a variety of laboratory animals such as (but not limited to) dogs, cats, rabbits, rats, mice, pigs, hamsters et cetera;
Knowledge of federal, state, and local regulations and guidelines (such as AAALAC, AWA, NIH, and VA regulations) pertaining to the care and use of animals for research purposes is required.
Utilizes quality control and inspection techniques to develop and evaluate animal research facility functions to improve efficiency and effectiveness; and to ensure regulatory compliance is also required;
Communicates orally and in writing with people in order to provide guidance and training to staff on technical, scientific, or regulatory matters; and
All other duties as assigned.


Work Schedule: Monday through Friday, 8:00AM-4:30PM, schedule to include weekends and holidays to meet the needs of the service.
