the incumbent is independently responsible for planning and conducting assignments, resolving difficult problems as they occur, coordinates the work with other parties as required, for assuring that technical objectives are met, and informing senior management of controversial problems. This position starts at a salary of $68,666 (IC-11).

EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

In this position, you will serve as a Program Analyst analyzing, evaluating, and/or improving the efficiency and effectiveness on internal administrative operations, organizations, management structures, or agency programs.

- Compiling, reconciling, and correlating voluminous workload data from a variety of sources with different reporting requirements and formats.
- Analyzes and advises management on the effectiveness of programs and operations and the productivity and efficiency or organization and resource utilization.
- Provides advice and assistance to management on direction of analytical resources on subjects and areas of the most pressing importance and the most efficient use of agency resources.
- Provides timely and sound advice and recommendations on management analysis initiatives.
- Serves as a representative in working groups and committees.
