Duties

This position serves as an Environmental Protection Specialist for the Office of Airports (ARP), NY ADO/Eastern Region in support of the National Plan of Integrated Airport Systems (NPIAS). The ADOs/Eastern Region serve as the principal Federal Aviation Administration (FAA) organization responsible for all airport program matters in airport design, construction, maintenance, operations and safety. Provides program management for the development of public-use airports identified in the National Plan of Integrated Airport Systems (NPIAS). Provides specialized technical services related to environmental actions for airport planning and development projects. Serves as the primary contact with state and federal officials, airports sponsors, consultants, and the public regarding environmental review of airport projects in accordance the National Environmental Policy Act (NEPA) and/or implementation of the CFR Part 150 Noise Compatibility Program (Part 150). Works independently and participates on a team of planners, engineers, airport sponsors and environmental/planning specialists to complete environmental projects and assist with environmental programs in accordance with NEPA and other special purpose laws; applicable FAA Orders, Policy, Procedures and Advisory Circulars; Part 150; and ensures that airport development complies with environmental laws, regulations, and policies. Works to accomplish national and regional environmental program goals and objectives. These services include, but are not limited to: preparation of environmental documents in accordance with NEPA requirements, including Categorical Exclusions (CATEX), Environmental Assessments (EA) and/or Environmental Impact Statements (EIS). Provides detailed, independent reviews, analysis and recommendations to FAA management for decisions on final CATEX, EA and EIS documents, Airport Noise Compatibility Studies prepared pursuant to 14 CFR Part 150 and Notice and Approval of Airport Noise and Access Restriction prepared pursuant to 14 CFR Part 161. Drafts and recommends Findings of No Significant Impact/Records of Decision for environmental documents and draft Records of Approval for Part 150 studies. Oversees Airport Improvement Program (AIP) grants and associated planning and/or environmental activities for airport sponsors including airport and land use compatibility planning, application of FAA airport design standards, aircraft noise studies, accessibility to airports, coordination of environmental/planning issues with governmental agencies/offices and other bodies, intergovernmental relations affecting planning of airports, and the relationship of airports to other modes of transportation. Reviews and approves contracts, including change orders and supplemental agreements, and determines eligibility of work on projects involving environmental studies or assessments. Represents the ADO at meetings and makes recommendations to the ADO manager regarding eligibility and funding allocations for any projects involving environmental studies or assessments. Maintains currency and provides recommendations for improvements to airport planning and environmental standards to assure currency and compliance of Regulations, Orders, etc. within assigned programs. Interprets national policy and works independently to ensure technical compliance and alignment with the requirements of the project or other work activity through field inspections, review of status reports, and project closeout reports. Collaborates with airport sponsors to resolve areas of conflict.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H or FG/GS-10/12 in the Federal Service.
