  • The Human Resources Officer plans and conducts research, participates in the design, implementation and ongoing improvement of programs, plans and tools that foster, support and reinforce talent and organizational development. Areas of focus include, but are not limited to training and development, leadership development, succession management, competencies development, and performance management.
  • Prerequisites
  • Education
    • University degree from a recognized institution in human resources management or a related field OR acceptable combination of education, training and relevant experience.
    Experience
    • Experience in conducting research studies on talent management, and learning and development;
    • Experience in data collection, and in the preparation and analysis of metric reports;
    • Experience in working with clients to identify their needs;
    • Experience in giving presentations and/or facilitating training and focus groups.
    Asset
    • Member of the Ordre des conseillers en ressources humaines agréés or Human Resources Professionals Association.
  • Competencies
  • Selected candidates will be evaluated against the Human Resources Services Competency Profile – Advisors.
  • Outcome
  • The purpose of this recruitment and selection process is to staff a position of Human Resources Officer on a long-term basis and to establish a list of potential candidates. Potential candidates may be considered for other temporary or indeterminate positions requiring similar experience and competencies at the House of Commons.

    • Selected candidates who do not have valid second language evaluation (SLE) results will be assessed. Bilingual non-imperative appointments could also be considered.
