Job Description
|
The City of Toronto's Fleet Services Division (FSD) provides a full range of fleet management services for city Divisions and Agencies. We direct the management of the City’s fleet including the acquisition, maintenance and disposal of assets based on lifecycle and operational analysis; along with the City’s industry leading Green Fleet Plan and fuel management infrastructure, encompassing over 13,000 assets. FSD directly maintains and repairs 5,200 assets, manages the City's commercial fleet safety and compliance and trains, tests and certifies 11,000 employees who are required to operate City vehicles and equipment. The City of Toronto has one of the most complex Fleets in North America consisting of over 1,000 vehicle and equipment types and models ranging from light to heavy duty to specialized vehicles, and off-road equipment.
Major Responsibilities:
- Operates, maintains, diagnoses and repairs fuel site equipment and related apparatus including but not limited to pumps, dispensers, tank monitoring & fueling systems and generators in compliance with Ontario Regulations 217/01, 213/01 and 216/01.
- Circulates to all fuel sites to conduct proactive inspections.
- Ensures cleanliness and safety of fuel sites by performing routine inspections and maintenance.
- Utilizes operating/maintenance systems such as M5 Fleet and Fuel Focus to ensure optimum operating performance.
- Maintains fuel tank inventory and reconciliation.
- Makes timely operational decisions and addresses/responds to emergencies by working with Client Divisions, Facilities Services, Corporate Security, Fleet Services staff and contractors.
- Coordinates and oversees the work of external contractors.
- Assesses and determines the level of appropriate course of action required to correct or deal with assigned activities, including shut down of the site if safety issues dictate.
- Maintains documentation of all work area activities using a manual and/or computerized system including but not limited to logbook administration, computer records review, accident reports, alarm responses, etc.
- Ensures records are kept of operations, maintenance and safety activities that occur.
- Performs routine calibration of VIBs (Vehicle ID Box) on vehicles and equipment with the fuel management system.
- Utilizes a variety of hand and power tools and equipment and is responsible for their maintenance and care.
- Coordinates and oversees annual inspection of each site by the Technical Standards and Safety Authority (TSSA).
- Work with City Divisions and Agencies to maintain and update fleet inventory including physical inventory counts.
- Supports the Section and Division in their functions and activities; assists section staff with fuel desk and rental desk operations as required; assists maintenance in the delivery and pickup of vehicles and equipment as well as client shuttling.
- Creates work orders, performs fuel reconciliations, orders materials and equipment..
- Completes reports (e.g., Driver’s Collision/Incident Report) related to assigned duties and responsibilities.
- Performs all work assignments safely in accordance with the Occupational Health and Safety Act and the Regulations that apply to this work and other related legislation.
- Travels to various work locations.
- Performs work in a safe, efficient and courteous manner.
- Performs other duties at this wage grade level or lower such as labouring type duties, maintenance and cleaning activities when not operating assigned vehicle or equipment.
Key Qualifications:
- Must meet all experience, training/licensing requirements as a petroleum mechanic 1 under Ontario Regulation 216/01
- Must possess a Secondary School Diploma
- Must possess and be able to maintain a valid Province of Ontario, Class “G” Driver’s License and must have or shall be required to obtain required City permit for assigned vehicle(s) and equipment(s). Possession of a valid Province of Ontario Class "DZ" Driver's License would be considered an asset
- Must have a sound knowledge of safety practices for registered fuel facilities
- Knowledge of various computer applications (i.e. Microsoft Word and Excel) would be an asset.
- Must be available to work shifts, including evenings and weekends in accordance with Collective Agreement.
- Must be physically capable of performing required duties (accommodation will be provided in all parts of the hiring process as required under the City’s Employment Accommodation Policy and the Joint Modified Work Program in the Collective Agreement) and able to work in all weather conditions.
You must also have:
- Knowledge of the processes, procedures and equipment used in fuel operations.
- Working knowledge of preventive maintenance programs and record keeping.
- Must be familiar with requirements of the Occupational Health and Safety Act and its regulations for the safe performance of his/her duties and responsibilities or capable of obtaining familiarity of same.
- Experience in vehicle and equipment operations and inspection.
- Demonstrated strong analytical, program solving and conflict resolution skills.
- Must possess computer skills including the ability to operate various software programs.
- Must possess and be able to maintain as appropriate, any valid Province of Ontario requirements to operate mechanized equipment.
- Ability to orient new staff on assigned vehicles/equipment.
- Ability to use or learn to use various technical devices related to the position.
- Ability to deal courteously with the public.
- Ability to communicate in relation to the job duties.
