• Summary

  This position is located in the Region II, New York, New York Office of the Federal Transit Administration (FTA). The candidate is responsible for the management and oversight of approved projects in execution.
  
  Under the leadership of the Director, the candidate will serve as a Transportation Program Specialist (TPS) and will perform a wide range of functionally related duties to include grant management, support and oversight of the other administrative activities in support of the organization responsible for the development and implementation of FTA's grants, grants oversight and emergency management programs. Grant management begins with grant development, approval, project implementation and including grant closeout. The candidate will also assists in the review, analysis and evaluation of the overall direction and effectiveness of the Regional grants management and oversight programs for assigned grantees.
  
  The transit programs of Region II are characterized by the highest degree of complexity and sensititivity due to the number of persons served, the type and number of on-going projects, the involvement of large sums of money, the coordination of different transit needs, the involvement of multiple governmental jurisdictions and the level of particularly complex, novel and politically sensitive issues.
  
  IDEAL CANDIDATE: This position is perfect for an experienced professional transportation specialist with expertise in transportation planning; environmental review program (grant) development processes and/or project management and oversight.

  Responsibilities

  As a Transportation Program Specialist, you will:
  

  • Develop Region II grants. Monitor Region II grants after award.
  • Review quarterly and annual project financial and milestone status reports. Review and approve budget revision requests. Work closely with grantees and Region Staff to closeout grants.
  • Conduct oversight activities including triennial, financial, and procurement reviews in a defined geographical area. Manage contractors that perform the oversight reviews. Provide technical assistance and training to grantees. Monitor how corrective actions are being implemented to resolve oversight findings.
  • Represent FTA through oral and written communications in meetings at Regional and Headquarters levels and in the field with local officials, representatives of public and privately owned carriers, and various public and private groups concerned with transit matters. Communicate with grantees regarding clarification of issues or solutions to problems. Prepare correspondences requesting corrections or further information if required.
  • Coordinate and provide training for grantees and Regional staff. Participate on FTA task forces to develop or improve grant management and oversight procedures.
  • Manage active grants. Close out completed grants and prepares statistical reports relating to FTA goals on the close out of grants. Review and execute requests for budget revisions.

  Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
  
  
  
  To Qualify For the GS-09 on Experience, you must have one year of specialized experience equal or equivalent to the following:
  

  • Experience with Federal grant programs.

  To Qualify For the GS-09 on Education, you must have:
  

  • Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree OR;
  • LL.B. or J.D., if related

  You can also qualify on a combination of higher level graduate education and matching experience.
  
  To qualify For the GS-11 on Experience, you must have one year of specialized experience equal or equivalent to the following:
  

  • Experience administering grant programs and projects that serve the general public.

  To qualify For the GS-11 on Education, you must have:
  

  • Ph.D. or equivalent doctoral degree OR
  • 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

  You can also qualify on a combination of higher level graduate education and matching experience.
  
  To qualify For the GS-12 on Experience, you must have one year of specialized experience equal or equivalent to the following:
  

  • Experience with Federal Grant programs, its administrative procedures and requirements, policies and procedures to assure the completeness, accuracy, uniformity and conformance of grant approval packages and monitor the financial and technical activities of approved projects.
  • Experience evaluating projects for technical validity, and preparing analytical reports.

  There is no education substitute at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
