The Office of Utilities Regulation (O.U.R.) invites applications from suitably qualified individuals to fill the following position:

Regulatory Analyst

Core Function

Under the general direction of the Manager, Regulation and Policy - Electricity, Water and Sewerage, the incumbent is responsible to, inter alia:

• Analyze and evaluate the financial, economic and operational performance of the regulated utilities and assess whether they are meeting the economic and operating conditions as set out in their licences, relevant legislation and decisions of the Office;
• Assist in the development of utility tariffs and conducting of rate reviews;
• Carry out Efficiency Impact Assessments on regulated utilities;
• Analyze the performance of key economic indicators and assess their impact on the utility sectors;
• Assist in the establishment of regulations, licences condition, directives and decisions of the office;
• Make presentations on the O.U.R's position to various interest groups.

Requisite Qualification and Key Competencies

• Post Graduate Degree specializing in Finance, Economics and Accounting;
• BSc Degree in Mechanical/Electrical Engineering or Economics;
• Outstanding communication, analytical, strategic planning, critical thinking and inter-personal skills;
• In-depth knowledge and experience of the financial, economic and technical factors underpinning the performance of the regulated utilities;
• Specialized knowledge and experience in utility regulation, regulatory enforcement, utility tariffs and competition issues as they affect the utilities;
• Knowledge of the role and function of the O.U.R;
• Computer literacy with proficiency in Microsoft Office Suite and S.P.S.S. Software;
• Minimum of three (3) years' experience operating in a similar capacity.
