Area Information: MWR Human Resources West Team is located in the southern Black Hills of southwest South Dakota. Climate extremes range from sub-zero temperatures during winter to over 100 degrees during summer. Medical and dental services, schools K-12, shopping, and churches of most faiths are available in Hot Springs. Housing for rent or purchase is available in Hot Springs. Rapid City, SD (pop: 60,000) is one hour north of Hot Springs and has a full range of services available.
These are Career/Career-Conditional Full-Time appointment.
This position is concurrently open under Announcement Number MW-1542-MWWO-18-10045921-ST for merit promotion eligibles.
Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Provides technical assistance to managers, supervisors, employees, and higher-grade specialists. Applies laws, regulations, and policies pertaining to pay setting, within-grade increases, grade and pay retention, pay adjustments, promotions, change-to-lower-grade, appointments, reassignments, and reemployment issues. Advises managers and supervisors regarding potential pay ramifications of proposed personnel actions. Serves as a technical advisor on pay and leave administration issues. Ensures time and attendance reports and other payroll actions are completed accurately, and comply with payroll laws, regulations, and policies. Enters, audits, and reviews time and attendance data. Provides a variety of computerized queries and reports using automated software systems such as USAJOBS, USAStaffing, Federal Personnel Payroll System (FPPS), timekeeping programs, etc. Receives and processes requests for a variety of personnel actions and completes required tasks associated with processing and legally approving personnel actions. Ensures accuracy and appropriateness of coding and associated documentation. Provides customer service and assistance and explains rules and regulations to applicants and employees who may not be familiar with human resources practices and procedures. Supports summer, seasonal, and temporary employment programs. Plans and provides direction and coordination throughout the recruitment process to ensure compliance with regulatory procedures. Maintains up-to-date organizational charts and position description books. Assigns position number to PDs in accordance with established NPS policies. Abolishes PDs as appropriate.
Duties will be developmental in nature when filled below the full performance level.Travel Required
