This position is located in the Department of Labor, Office of Workers' Compensation Programs, New York, NY. This position has promotion potential to GS-11. There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval. Responsibilities
Duties include but are not limited to the following: Resolve the most complex and sensitive billing case issues. Analyze operations and as necessary, develop procedures and processes to help prevent internal fraud and abuse and improve accountability and efficiency. Receive returned medical and wage-loss payments and cancels them. Identify potential instances of fraud and/or abuse in billing practices. Trace and cancel missing wage-loss payments. Educate service providers and vendors as needed regarding payment practices and related issues. Post cash receipts, process credits, requests payment histories and reviews for Health Benefits and Life Insurance deductions prior to cancelling payments to ensure accuracy. Collect and refer to Treasury overpayments of medical disbursements. Make adjustments to either credit and/or debit appropriate insurance carriers so that claimants and their families maintain health care coverage. Serve as a primary contact for internal and external customers. Resolve unusual, delicate or time sensitive situations. Monitor the overall functioning of the Branch and its fiscal operations, analyzes reports to identify situations requiring intervention or further action. Analyze and complete a variety of reports. Analyze compensation and bill payment systems operations to identify deficiencies, errors, need enhancements or other recommended changes in operating systems, procedures and/or processes.

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service i.e. for the GS-9 you must demonstrate 52 weeks of specialized experience equivalent to the GS-7 grade level and at the GS-11 you must demonstrate 52 weeks of specialized experience equivalent to the GS-9 grade level.
Examples of specialized experience at the GS-11 include independently conducting analysis and making accounting system determinations to validate transactions, perform research to resolve accounting system inconsistencies, verifying accounting data and accuracy of statements and reports and conducting comparative analyses of accounting transactions. Examples of specialized experience at the GS-9 include all of the above but at a less complex level and with a higher level of supervision.
You may substitute education for experience as follows for the GS-09: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree if related or LLB. or J.D., if related.
At the GS-11 you may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
