Summary
About the Position:This is a permanent position with Headquarters, US Army Corps of Engineers, Office of the Chief of Staff. This position is located at the Government Accountability Office (GAO) building, 441 G. Street, NW, Washington, DC 20314-1000.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties will be performed in a developmental capacity under close supervision at the GS-7 level. Incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the aforementioned job description. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher level position.
Duties described below reflect the full performance GS-09 level.
Manages the various administrative processes within the office and ensures that procedures meet office needs and are consistently understood and followed by the staff.
Establishes and continually reviews, updates, and develops complex administrative office procedures. Performs a variety of duties in support of Chief of Staff (CoS) and Deputy Chief of Staff (DCS).
Receives telephone calls and visitors coming into the office in using tact, diplomacy, and judgment, ascertains nature of calls and business of visitors.
Maintains Chief of Staff continuity files and ensures they are compliant with applicable regulatory guidance.
Coordinates personnel, manpower, and related management actions in support of CoS annual personnel performance evaluations and awards.
Maintains CoS calendars and appointment/meeting schedules.
Coordinates and arranges various meetings and conference events in the local area.
Prepares agendas for meetings and conferences, and accurately documents and publishes summary of minutes from meetings and conferences.
Prepares travel orders, makes travel and lodging arrangements, and arranges and coordinates schedule of visits.
Composes and prepares a variety of correspondence, reports, records, briefing materials, and statistical and narrative material required to support the CoS and DCS missions.
Uses office automation applications to produce a wide range of documents into final form from own composition, brief instructions, or rough draft from other staff members.
Uses database or spreadsheet applications to enter, revise, sort, and retrieve data for reports.
Reviews and evaluates special projects and action items coming into the office.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Specialized Experience: One year of specialized experience which includes assisting with a variety of administrative and budget support services to include preparation of briefing charts/material and financial documents; utilizing financial management system(s) to create work items and resource plans; establishing and clarifying all labor authorizations; and preparing travel orders and vouchers and serving as primary timekeeper regarding proper documentation and account management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (http://ift.tt/2q17PqR).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
