About the Agency

This position is located in the Office of Vehicle Safety Compliance, National Highway Traffic Safety Administration. This position serves as Program Analyst to the Director of the Office of Vehicle Safety Compliance. The mission of the Office of Vehicle Safety Compliance (OVSC) is to assess the compliance of new or imported motor vehicles and items of motor vehicle equipment with the requirements of the Federal Vehicle Safety Standards (FMVSS). Failure of motor vehicles and items of motor vehicle equipment to comply with the FMVSS can lead to crashes, fatalities, injuries, and property damage. Compliance testing, conducting non-compliance investigations and developing test procedures for upgraded or new FVMSS are the priorities of OVSC. This office is responsible for conducting highly technical engineering testing programs to support their mission. As Program Analyst to the OVSC Director, the selected candidate will be the custodian of electronic and hard copy data; manage investigative case files; manage and oversee the transfer of case files from staff to contractor staff to ensure that they are uploaded into the Artemis database. The selected candidate will be responsible for managing Freedom of Information (FOIA) requests while coordinating with staff to be responsive to requests in a timely manner. The selected candidate will serve as Records Manager with primary assignment in the areas of records maintenance, control and disposition of OVSC records.

  • Strong work ethic and ability to prioritize deliverables and follow through in a timely manner
  • Strong understanding of Federal Motor Vehicle Safety Standards
  • Excellent listening, strong written and verbal communication skills
  • Ability to clearly organize and maintain files and documents within ARTEMIS repository system
  • Proficiency in MS Office suite as well as ability to learn software and database programs

Duties

The Program Analyst:
  • Identifies, analyzes, and makes recommendations to resolve conventional problems. Will be the custodian of electronic and hard copy data; assists in managing investigative case files.
  • Answers telephone inquiries in response to Compliance-related information request from Manufacturers and Consumers.
  • Oversees document retention to ensure that documents are disposed of in accordance with National Archives & Records Administration (NARA) guidelines.
  • Prepares status reports to keep the Office Director informed of compliance testing progress. Compiles statistical data for reports, charts, or records by extracting data from cocuments or files. Computes or verifies accuracy of computations. Tracks progress and provides potential feedback for potential process improvements.
  • Serves as liaison to NHTSA’s Chief Counsel Office (NCC) to track manufacturer’s request for confidentiality, support responses to FOIA request, and work with staff to search all relevant information sources. Drafts and/or finalize replies to routine Manufacturer and Consumer inquiries.
