Duties

Assist higher-graded employees in shops within Tobyhanna Army Depot that perform maintenance, overhaul, integration, and manufacturing.  Use various production shop equipment, hand tools, measuring devices, and power tools to disassemble, clean, lubricate, and assemble fabricated and overhauled parts, components, or subassemblies, preparing them for testing, preservation, painting, storage, follow-up operations or containerization.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.
SCREEN OUT: Your resume must indicate your overall knowledge, skills, ability and/or training to perform the work of an Industrial Worker Helper without more than normal supervision to include duties such as light hand sanding; painting with a roller or brush; fastening parts together with bolts, rivets, and screws; cleaning work areas in a shop environment; and lubricating parts or equipment components while performing preventive maintenance.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills and abilities to successfully perform the work of the position without more than normal supervision.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
JOB ELEMENTS: In addition to the screen out element, applicants will be rated against the following elements:

• Knowledge of equipment assembly, installation & repair
• Technical practices (theoretical, precise, artistic)

• Ability to interpret instructions & specifications (includes blueprint reading)
• Ability to use and maintain tools and equipment
• Knowledge of materials

PHYSICAL EFFORT: The work requires the employee to stand, stoop, bend, kneel, stretch, and reach. Climbing on scaffolding, steps, and ladders may also be required as well as standing on slippery or inclined surfaces. Assignments may also require working in hard-to-reach places, and in awkward/strained positions for prolonged periods, or inside shelterized systems as required. Frequently required to lift and handle items weighing up to 40 pounds without assistance. When required to lift objects weighing in excess of 40 pounds, employee will obtain assistance of others or use mechanical handling equipment.

WORKING CONDITIONS: Assignments may require working in industrial shops that are well-lighted and ventilated, in industrial operations areas to include but not limited to sheet metal, machining, welding, painting, sandblast, and plating operations. The work may involve moderate risk and discomfort from inclement weather and limited space. Example, working in a confined area such as, but not limited to shelterized systems. May work in areas that vary from clean rooms to areas that are noisy, dirty, and smoky. Requires standing on concrete or composition floors for long periods of time. Is frequently exposed to grease and solvents, to noise from drills and hammers, and to dirt, dust, spray, and fumes. The employee is also occasionally exposed to the possibility of cuts, burns, strains, abrasions. and the possibility of broken bones from falls. May be exposed to disagreeable odors and various chemicals; infrared and ultraviolet radiation, heat, flying sparks, the glare of torches and heated materials; and the possibility of eye injury and electrical shock. Required to wear safety shoes and safety glasses and may be required to wear respirators, aprons, flash shields, goggles, gloves, or other protective clothing and other personal protective equipment which may sometimes be heavy or uncomfortable. Working conditions have been considered in the evaluation of this position.
