About the Agency

This position is located in two divisions of the Directorate for Computer and Information Sciences and Engineering (CISE), the Division of Computer and Network Systems (CNS) and the Division of Information and Intelligent Systems (IIS). The CISE Directorate supports investigator initiated research in all areas of computer and information science and engineering, helps develop and maintain cutting-edge national computing and information infrastructure for research and education generally, and contributes to the education and training of the next generation of computer scientists and engineers.

Duties

Responsibilities of a Program Analyst involve a variety of program analysis functions including fiscal, analytical, and administrative functions in support of assigned projects. Projects may involve administrative program reviews, crosscutting administrative activities, and organizational studies related to Clusters, reorganizations, resources utilization, etc., to determine appropriateness or make recommendations impacting on the efficiency of operations. The incumbent applies analytical techniques and information management skills to capture, assemble and disseminate data about assigned projects. In the performance of work assignments, the incumbent conducts analyses, prepares evaluations, coordinates activities, and provides advice to management.

Qualifications

To qualify at the GS-09, you need to have one of the following: At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures and providing advice to management. Conducting analysis of financial matters to determine resources required. Using various data management systems to apply analytical techniques to identify patterns and trends, and to track and monitor analytical activities. Assisting in the performance of management studies to evaluate program success and to offer recommendations for improvement; OR

Possess a master`s or equivalent graduate degree; OR

Possess 2 full years of progressively higher level graduate education leading to such a degree; OR

Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-11, you need to have one of the following: At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; and as appropriate, recommending changes to meet short and long-term strategic plans and objectives of the organizations. Engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to. Applying various analytical techniques to data management systems in order to identify patterns and trends; and developing tracking and reporting systems to monitor analytical activities. Performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities; OR

Possess a Ph.D. or equivalent doctoral degree; OR

Possess 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR

Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.
