Duties

As a Trade Enforcement Analyst, GS-0301-9/11/12/13, your typical work assignments may include the following:

• Researches and analyzes a variety of trade information written in either the Mandarin Chinese language or in the Spanish and Portuguese languages.
• Investigates trade issues regarding the assigned region or country related to the implementation, monitoring and enforcement of international trade agreements.
• Researches and analyzes foreign countries' trade-related legislation, regulations and policies, and economic and trade data, including research on particular industries and companies.
• Prepares reports and other materials for the development of strategies for negotiations and dispute settlement proceedings on trade issues related to the assigned region or country.
• Using a variety of software, gathers and arranges evidence and other materials for international trade dispute settlement proceedings and negotiations.
• Develops research plans and identifies appropriate information resources to complete assigned projects.
• Identifies on own initiative potential trade implementation and enforcement issues for further development and evaluation.
• Assists the Center's Director and senior staff in compiling information to be used in briefing materials, summary statements, and speeches for senior staff on major trade issues.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-[09]: At least one year of experience equivalent to the GS-07 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: researching and analyzing a variety of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; organizing and producing profiles of tariffs, trade policies, and negotiating text; using a variety of software, preparing reports, briefing materials, charts, graphs, tables, etc. ; to assist in the development of negotiations or dispute settlement positions on a variety of trade issues.

For the GS-[11]: At least one year of experience equivalent to the GS-09 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: researching and analyzing a variety of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; using a variety of software, preparing reports, briefing materials, charts, graphs, tables, etc., to assist in the development of negotiations or dispute settlement positions on a variety of trade issues; participating in interagency teams and meetings as the agency representative; serving as liaison with professionals in other agencies.

For the GS-[12]: At least one year of experience equivalent to the GS-11 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: researching and analyzing a variety of trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; using a variety of software, preparing reports, briefing materials, charts, graphs, tables, etc., to assist in the development of negotiations or dispute settlement positions on a variety of trade issues; participating in interagency teams and meetings as the agency representative; serving as liaison with professionals in other agencies; compiles information to be used in briefing materials, summary statements, and speeches for senior staff on major trade issues.

For the GS-[13]: At least one year of experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: researching and analyzing a variety of trade information;; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; investigating trade issues; monitoring and enforcing international trade agreements; researching and analyzing foreign countries' trade-related legislation, regulations and policies and economic and trade data; participating in interagency teams and meetings as the agency representative; serving as liaison with professionals in other agencies; compiling information to be used in briefing materials, summary statements, and speeches for senior staff on major trade issues; developing strategies for negotiations and dispute settlement proceedings; developing research plans.

EDUCATION SUBSTITUTE: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time [insert degree type] education is considered 18 semester hours.

For the GS-[09]: Completed, from an accredited university or college, either: 1) a Master's or equivalent graduate degree; OR 2) 2 years of progressively higher level graduate education; OR 3) a Juris Doctor (J.D.) or Bachelor of Laws (LL.B), which has provided me with the knowledge, skills, and abilities necessary to perform the work of a Trade Enforcement Analyst.
or
A combination of the experience as described under letter A above and the graduate education as described under letter B above which, when combined, is equivalent to 100% of the qualification requirement.
