The HR Customer Services and Solutions group is currently accepting applications to fill up to (2) temporary positions at Governors' Island National Monument, New York.  Appointments made under this announcement are limited to 1039 hours (six months) in a service year and may be terminated at any time. Appointments under this announcement are eligible for rehire and/or extension (when initial appointment is less than 1039 hours) if workload and funding allow. Individuals selected under this vacancy announcement are eligible for rehire in subsequent service years.  Anticipated Entry on Duty: May, 2017.

From 1794 to 1966, the U.S. Army on Governors Island was part of the social, political, and economic tapestry of New York City. Today, the island is a vibrant summer seasonal destination for over 500,000 visitors, with a new world class 40-acre city park and as a venue of art, culture, and performance against the backdrop of two centuries of military heritage. The national monument is located on a 172 acre island a half mile off Lower Manhattan in New York Harbor. The Army and U.S. Coast Guard presence defended New York City and the nation, the island standing as a silent sentinel, in long time defense of the ideals represented by the Statue of Liberty across the harbor.    The NPS and the City of New York through Trust for Governors Island jointly administer the island. The Trust is redeveloping the island for cultural, recreational and educational use with a 40-acre world class park and a 90 acre historic district of military and residential structures dating to 1815. The NPS administers 22 acres preserving two historic fortifications, Fort Jay (1794) and Castle Williams (1807). We tell the story of its rich, diverse social, environmental, economic and military history and how it relates to the harbor and city and nation. The primary visitor experience is by talks, living military history demonstrations, guided walking tours, informal roving, and children's programs. The visual and performing arts play an important role in the island's summer experience and are accomplished through partnerships with non-profit organizations.

Duties

You will be working in a team-oriented environment to develop and present factual information about the military, social, economic, natural and ecological stories and history of Governors Island, New York City and its harbor to help make connections between visitor's interests and what those stories represent about the island and the larger themes of the American experience.  Duties are performed mostly on Governors Island.
Conducting basic research – In this advance level position, you will be expected upon entry to know how to independently conduct basic research using prepared primary and secondary sources to gain information about and an understanding of the military, social, ecological and environmental history of New York Harbor and Governors Island, as well as current issues affecting the region.
Providing quality visitor experiences – From your research, you are expected to develop and present informative, interesting formal and informal public programs such as basic guided walking tours, orientation talks, historical- or environmental-themed education programs, costumed living history programs and/or historic weapons demonstrations, and outreach programs.to the visiting public  You will also use your research in printed and electronic media – easily readable and visually appealing fliers, brochures, web pages, social media postings, short videos and Power Point presentations.
Dealing with the public – You will be a front-line representative of the National Park Service (NPS). You will greet, answer questions, and deal with individuals, groups or partner organizations with understanding, friendliness, courtesy, tact, empathy, concern and politeness. Your dealings will include individuals who are confused, frustrated, difficult or even hostile. You may engage the public or assisted higher graded staff to mediate conflicts, disputes or grievances in accordance with managerial objectives, effectively and tactfully relating to people from varied cultural backgrounds and different situations while being sensitive to diversity, race, gender, religion, disabilities, and other individual differences. *Operation of a historic site – Using documented standards, you be expected upon entry into the position to independently help operate the site by opening and securing facilities, providing programs, staffing a visitor information desk/bookstore, monitoring special use permits, and maintaining good relations with partner organizations and stakeholders. Other collateral duties may also be assigned.
PHYSICAL DEMANDS:   The work involves extensive periods of standing and walking, in some cases over rough surfaces or inclines, carrying backpacks, tools, rescue equipment, etc.
WORK ENVIRONMENT:   The work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, e.g., high or low temperatures, confined spaces or adverse weather conditions.

Qualifications

All qualifications must be met by the closing date of this announcement, Saturday, May 20, 2017 (unless otherwise stated in this vacancy announcement).
To qualify for this position, you must demonstrate that you possess either the specialized experience or the education as described below.  Equivalent combinations of experience and education may also be used to qualify.


For the GS-05 grade level

A. One year of specialized experience equivalent to at least the GS-04 level in the federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.  Experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park related work.  Examples of specialized experience include, but are not limited to, Park Guide or tour leader; environmental educator or teacher; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. -OR- B. A 4 year course of study above high school leading to a bachelor's degree with 24 semester hours of related course work.   One year of full time undergraduate study is defined as 30 semester hours or 45 quarter hours. -OR- C. Equivalent combinations of education and experience.

Credit will be given for all appropriate qualifying experience.  In order to receive credit for experience, your resume must clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the number of hours worked per week.

Credit for experience is given on a 40-hour workweek.  Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience.  No additional credit is given for overtime.

Applicants must possess a valid state driver's license. This position requires that you operate a government (or private) motor vehicle as part of your official duties. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.  Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid driver's license.
