About the Agency

This position is located in the Fiscal Services Office of the U.S. Census Bureau's National Processing Center (NPC), Jeffersonville, Indiana. This position performs a variety of civilian pay technician tasks in the maintenance of the Jeffersonville Activity Reporting System (JARS) Employee database and the Automated Time and Attendance Payroll System (WEB TA).

This position is included in the bargaining unit.

Tour of Duty: Monday through Friday, hours between 7:00 a.m. and 5:00 p.m. Eastern Time (ET). An Alternate Work Schedule (AWS) and various flexible work schedules are available. The Alternate Work Schedule is an 80-hour bi-weekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off.

Note to current NPC employees: If you are a current NPC employee and are selected from this announcement, this selection will change your type of appointment to a Term Appointment. At the end of this Term Appointment, your employment with NPC will end. You will be required to re-compete for any permanent positions.

Candidates must clear the fingerprint process and initiate the required background investigation prior to selection.

A one year trial period will be required.

Duties

The individual selected for this position will:

• Provide guidance and consultation to employees, supervisors, and managers relative to regulations and procedures that pertain to leave administration, leave accrual/loss and usage, time and attendance procedures, and processing of time in Web TA;
• Assist in coordinating the timely receipt from all NPC branches of the JARS input data for import into Web TA; coordination, review, correction, and maintenance of T&A records; input of data into Web TA; transmittal of time and attendance data to the National Finance Center, etc;
• Enter various project codes into the JARS system;
• Monitor leave error and analysis reports and resolve discrepancies;
• Prepare, document, and maintain all leave related forms and leave analysis, checking forms for approval and the accuracy of submitted data;
• Assist in the preparation of check-in sheets and coordinate the movement/tracking of employees throughout the Center;
• Input all personnel actions involving salary adjustments, new hires, reassignments, etc., to update the JARS database.

Qualifications

Specialized Experience: You qualify at the grade 06 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 05 level to meet the qualification requirements in the Federal Service. Examples include experience reviewing and processing a wide variety of complex payroll transactions in automated systems and examining and verifying all payroll documents for completeness and accuracy.

Education is not applicable at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
