Summary

About the Position: Note: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Applications will be accepted from non-preference eligibles; however, these applications will not be considered if preference eligible applicants are available.
This position is with the Blue Grass Army Depot, Directorate of Emergency Services, located in Richmond, Kentucky.
Richmond Kentucky is the home of Eastern Kentucky University and is centrally located and within driving distance from a number of major cities. It is approximately 20 miles from Lexington, KY; 90 miles from Cincinnati, OH; 90 miles from Louisville, KY, 140 miles from Knoxville, TN; 210 miles from Indianapolis, IN; 225 miles from Nashville, TN; 350 miles from Atlanta, GA; 375 miles from Charlotte, NC; and 400 miles from Chicago, IL.
This vacancy announcement will remain open until all vacancies have been filled. Qualified applicants will be referred after the first cut off date of May 8, 2017, then as needed to fill vacancies. Selections may be made before the closing date of this announcement.
This TERM appointment is not to exceed 366 days/1 year and 1 day. This TERM appointment may be extended incrementally up to four years without further competition. This TERM appointment may be made permanent without further competition if all regulatory requirements are met.
Although TERM employees often are hired following the same competitive procedures that are used for hiring permanent employees, TERM employees do not have status in the competitive service. Consequently, unless they attained status through an earlier appointment, they cannot be selected from their TERM appointment for permanent career or career conditional appointments through internal merit promotion procedures. Duties
Controls access of vehicles, visitors and pedestrians into military installations and restricted areas.
Screens employees, visitors, and contractor personnel for visitor access on military installations.
Controls, prepares and issues identification badges, cards and passes that allow access to the installation.
Denies access to unauthorized personnel or those who do not meet authorized entry criteria.
Makes instantaneous decisions regarding use of deadly force, operate Active Vehicle Barrier when required, and alert appropriate officials of apparent security violations.
Conducts foot or vehicle patrol of administrative and restricted areas, perimeters, and roadways.
Conducts traffic stops at the Installation Access Control Point (IACP) for safety and security checks.
Processes and searches drivers prior to pick-up and delivery of ammunition and explosives.
May be required to patrol inside the Chemical Limited Area.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience which includes work that involves work with a Federal, State, municipal, local, or private protective organization that involved the protection of property against such hazards as fire, theft, damage, accident, or trespass; or maintaining order and protecting life. Such experience must have provided a knowledge of protective systems and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

This is a term position not to exceed one year, but may be extended up to four years.

Conditions of Employment:
This position requires a Noncritical-Sensitive (NCS) and Secret Access Level clearance.
This position requires the incumbent to participate in the Chemical Personnel Reliability Program.
This position comes within the Individual Reliability Program.
This position is a Testing Designated Position (TDP) subject to pre-employment drug testing and random drug testing.
This position requires the incumbent to pass a Physical Agility Test.
This position requires the selectee to pass a pre-employment physical and annual physicals.
This position will require the incumbent to operate a motor vehicle.
This position requires that you maintain personal capability to wear a government furnished guard uniform and safety equipment. (Example, chemical protective masks must be snug to the face for personal protection.)
This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
This position requires you to qualify with periodic re-certification for possession and handling of assigned weapons.
This position requires 12 hour shift work and/or work on rotating shifts to provide coverage on evenings, weekends, and holidays.
This position is subject to extreme weather conditions.
The position requires the employee to successfully pass training and sustain certification related to guard work functions including: certification to operate special purpose vehicles; certification to administer first aid/emergency medical procedures; certification to administer cardio-pulmonary resuscitation.
