JOB DESCRIPTION: IT Software Developers analyze customer and system requirements, evaluate alternative approaches, design and develop solutions tailored to specific Agency, systems, and customer requirements, and lead the testing and integration of new and modified solutions into the system. They review and provide guidance on software developed by vendors; test software developed internally and by vendors; and quickly respond to urgent situations to develop and deliver unique solutions to customer problems. They plan and design systems architecture, write and maintain software program documentation, investigate and evaluate new software technologies, and ensure the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.

ADDITIONAL INFORMATION: NGA Software Developers/Engineers develop the next generation technologies to include designing in a cloud environment that change how users connect, explore, and interact with information and with other users. We're looking for engineers who bring fresh ideas from all areas, including information retrieval, distributed computing, large-scale system design, networking and data storage, security, artificial intelligence, natural language processing, user interface design and mobile.

As a Software Developer/Engineer, you will work on a specific project critical to NGA's needs with opportunities to switch team and projects as you and our fast-paced Agency grows and evolves. We need our engineers to be versatile, display leadership qualities and be enthusiastic to tackle new problems across the full-stack as we continue to push technology forward.

With your technical expertise, you manage individual projects priorities, deadlines and deliverables. You design, develop, test, deploy, maintain, and enhance software solutions.

Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1.) Architect, design and implement solutions in Amazon Web Services (AWS) using EC2, S3 and Lambda;
2.) Programing experience in C, C++, Python, Perl, Ruby, JavaScript or Java;
3.) Software development principles, methods, and tools for designing, developing, coding, testing and deploying software, and experience in working in an agile environment;
4.) Cloud engineering design principles, system design and engineering principles, methods, and tools for integrating components (e.g., network equipment, protocols, telephony) into a functional system or prototype;
5.) Computer/network security concepts principles, theories, and methods for the design, development, analysis, testing, and securing of computer networks. EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Computer Science, Engineering, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience working in an Information Technology discipline or in a closely-related field that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Six years of software design or engineering experience in Information Technology or a closely related field that demonstrates the ability to successfully perform the tasks associated with this work. Must obtain Level 2 DAWIA certification in Information Technology within 24 months.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1.) Bachelor's or Master's Degree in Science, Technology, Engineering, Mathematics or a related technical discipline;
2.) Active certification as an AWS developer;
3.) Experience with Geographical/Spatial Information Systems, AWS cloud infrastructure, web applications and/or large systems software design and development, with extensive knowledge of Unix/Linux;
4.) Skills in AJAX, JavaScript, database design, SQL, and/or knowledge of TCP/IP and network programming;
5.) Solid foundation in computer science, with strong competencies in data structures, algorithms, logic and computation, and software design.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Promotions may be conducted during the annual pay for performance process or throughout the year via the Assignment Opportunity Notices (AON). Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
