Summary
Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. The president has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subjected to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless the position is no longer subjected to the hiring freeze.
About the Position: This position is located at Fort Rucker, Alabam home of the United States Army Aviation Center of Excellence. Fort Rucker is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark, and Daleville. The geography and climate are ideal for year round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun. Perform administrative duties to facilitate the mission and work of the G-3.
Utilize knowledge and understanding of management principles, practices, methods and techniques to perform administrative duties.
Formulates and provides policy guidance on implementation of new administrative policies, procedures and directives.
Controls directorate activities/calendar with complete coordination authority to make official and social commitments.
Utilize various computer programs to manage Time and Attendance Reports, Defense Travel System and the Government Travel Card.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) overseeing office administrative functions 2) operating office automation software 3) providing advice and assistance to Division staff on technical, management and administrative matters 4) communicating orally and in writing 5) utilizing knowledge and understanding of management principles, practices and techniques to perform Administrative Support duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-7.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Knowledge of Office Automation Software Programs.
Skill in Administrative Duties.
Ability to Manage and Coordinate Personnel Matters.
Skill in Oral and Written Communication.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-7 grade (or equivalent).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--NO substitution of education for experience is permitted.
