Legal Reform Department
Job Purpose
Under the general direction of the Director of Legal Reform, conduct research into and analysis of the existing laws of Jamaica for the purpose of making law reform proposals and assisting in their implementation.
Key Responsibilities
 Conduct in-depth research into, and analysis of, existing law and its historical
development with a view to law reform, or for the purpose of advising the
Ministry of Justice or, where appropriate, other Ministries.
 Keeps abreast of legal developments and trends in Jamaica and other
jurisdictions.
 Prepares research Papers setting out the existing law on particular topics, its
historical development, the problems arising from the existing law and options
for law reform as a basis for study within the Legal Reform Department or the
Government of Jamaica or by committees considering law reform issues.
 Where required, serve as secretary to one or more committees examining law
reform issues, which entails preparing Minutes of Meetings; obtaining relevant
literature from local and overseas sources and circulating to members; preparing Study Papers and Working Papers for consideration by the committee; arranging for the publication of notices in the media inviting submissions form the public; preparing the final and any interim committee reports; monitoring the circulation of such reports to interested persons and organizations; analyzing and advising on comments/feedback in relation to the recommendations contained in such reports; and generally performing or supervising all administrative work relating to committees
 Advise on Law reform proposals made to the Government by other persons or
organizations.
 Assist in the implementation of law reform proposals by:
 Preparing Cabinet Submissions;
 Commenting through written memoranda and oral discussions on draft
legislations to give effect to proposals for law reform;
 Attending Legislation committee meetings for examination of law reform
Bills;
 Attending, on request, in an advisory capacity at debates on law reform
Bills in both Houses of Parliament;
 Participating in an advisory capacity at Joint Select or other Parliamentary committees considering tables Bills or proposal for legislation;
 Attending at seminars and workshops concerning law reform proposals
and law reform legislation;
 Advising on matters necessary for putting reform legislation into effect
 Prepares and present papers on law and law reform to various local groups and organizations for the purpose of disseminating information and or canvassing views;
 Participates in meetings of Caribbean, Commonwealth or international organizations for the purpose of information – gathering and exchange of ideas or solutions concerning legal problems;

 Conducts legal research for the purpose of supplying information as to Jamaican law and legal development on specific topics, on request from other Commonwealth jurisdictions or agencies.

Required skills /competencies
 Excellent oral and written Communication skills;
 Ability to independently conduct comparative legal research and analysis;
 Wide reading of legal publications and other material to keep abreast of legal
and social developments;
 Proficiency in the use of information technology;
 Ability to work long hours under pressure;
 Excellent time management skills.

Minimum Required Qualifications and Experience
 A Law Degree from a University recognized by the Council of Legal Education
And;
 Legal Education certificate awarded by the council of Legal Education;
 Post graduate qualification in law or other related discipline with such
qualification being achieved with emphasis on research methodology would be
an asset;
 Three (3) years practical experience whether in private practise or in the
Government Service;
 Experience in legal research and analysis gained through post graduate studies or on the job exposure
