• Summary

  The selectee will serve as a Contract Specialist in the WHS Acquisition Directorate.
  
  This position is located in the Acquisition Directorate (AD), Washington Headquarters Services (WHS). The AD provides end-to-end support services for all matters relating to acquisition and procurement and provides operational contracting support services for the Office of the Secretary of Defense (OSD) and the Office of the Deputy Chief Management Officer (ODCMO) to include the Pentagon Force Protection Agency (PFPA), WHS, and independent Federal advisory commissions, Boards and Task Forces.
  
  Washington Headquarters Services was established as a Department of Defense Field Activity on October 1, 1977, as part of a DoD headquarters streamlining initiative. Approximately 1,200 civilian and military employees as well as contract staff are organized into 12 directorates and offices. WHS personnel contribute to the mission of our Defense customers by managing
  DoD-wide programs and operations for the Pentagon Reservation and DoD leased facilities in the National Capital Region. WHS is organizationally aligned under the Director of Administration for the Office of the Deputy Chief Management Officer.
  
  These positions are being filled under Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions. The Office of the Secretary of Defense has direct hiring authority to directly appoint individuals to select defense acquisition workforce positions, or 'EHA Acquisition,' pursuant to the Defense Acquisition Workforce Improvement Act (DAWIA). Positions are located Washington Headquarters Services-Wide. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.

  Responsibilities

  As a Contract Specialist, you will be responsible for the following duties:
  

  • Perform all pre-award contracting functions related to fixed-price, cost-reimbursement, or a combination of contract types and methods.
  • Develop acquisition plan and milestones based on contract type and service delivery model.
  • Conduct pre-solicitation and pre-proposal conferences.
  • Coordinate actions with customers, legal counsel, technical, financial, and small business utilization specialist,
  • Resolve delivery schedule problems and negotiate delivery schedule changes.
  • Responsible for basic pricing actions and determining price reasonableness.

  Qualifications

  Applicants must meet the BASIC EDUCATION REQUIREMENTS as follows:
  
  A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (This requirement can be obtained within the degree or in addition to the degree.)
  
  Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the Simplified Acquisition Threshold in any Federal agency, OR (2) served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
  
  In addition to meeting the Basic Requirement above, to qualify for the position you must also meet the specialized experience requirements listed below:
  
  For NH-02, you must fulfill one of the following qualification requirements:
  
  A. One year of specialized experience equivalent to the NH-01 pay band in the Federal service that demonstrates your experience in performing all pre-award and post award functions, soliciting and awarding contracts for commercial items; providing advice on acquisition regulations and requirements; drafting and issuing request for quotes; evaluating quotes; and conducting negotiations and issuing the award.
  OR
  B. APh.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related.Graduate level education must demonstrate the competencies necessary to do the work of the position.
  OR
  C.Combination of Education and Experience as listed above.Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. It will be computed by first determining the applicant's total qualifying experience asa percentage of the experience required for the grade level; then determining the applicant's education asa percentage of the education required for the grade level; and then adding the two percentages.The total percentages must equal at least 100 percent to qualify an applicant for that grade level.The weight of semester and quarter hours have been defined above.
