About the Position:
This is a TERM position Not-to-Exceed (NTE) 2 years. This position may be extended up to 4 years based on Agency need. Term appointments do not confer permanent status in the Federal service. Nor does a term position automatically confer eligibility to be converted non-competitively to permanent positions. Under certain specific conditions, and pursuant to legal authority and regulatory requirements, this position may be non-competitively converted career-conditional or career appointment.
This is an OBLIGATED position. An obligated position is one in which an employee has statutory reemployment rights based on having served an overseas tour. When a position is obligated to an employee it means that he/she has an entitlement to that position. The selected employee will be required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time.
This position is developmental, leading to the full performance level GS-11. Incumbent serves as the Principal Assistant to the Assistant District Counsel/Labor Counselor who renders legal advice and assistance to the Commander, Deputy Commander, and senior management officials of the Los Angeles District on all matters involving Administrative Law, Government Contracts, Federal Tort Claims Act Litigation, Personnel and Employment Law, FOIA, Privacy Act, Government Ethics, Civil Works and Environmental law.

- Directly assists the agency representative and trial attorney at formal adversary hearings before arbitrators and administrative law judges, and assists the Assistant United States Attorneys when cases are filed in Federal Court.
- Prepares the appeal records or Litigation Report and assists in the drafting of pleadings, motions, and briefs. Compiles and organizes pertinent evidence and prepares exhibits to support the Government's position.
- Works closely with the EEO Office and Human Resources Office to ensure they are kept informed of pertinent legal guidance that may affect current EEO complaints, disciplinary/adverse action cases, and grievances.
- Provides paralegal support to the District Counsel and to Assistant District Counsel in connection with litigation, including document review, assembling agency records, preparing deposition notebooks, summarizing or excerpting deposition testimony, and assisting the trial attorney at hearings.
- Reviews documents to determine whether they are privileged and/or protected from disclosure under the Freedom of Information Act (FOIA) exemptions.
- Performs legal research of statutes, regulations, policy, and case law pertaining to a variety of legal areas, e.g. Equal Employment Opportunity (EEO), Merit Systems Protection Board (MSPB), Office of Special Counsel, Federal Labor Relations Authority (FLRA), Federal Impasses Panel, and Grievance Arbitration.
- Utilizes electronic research such as Westlaw, Lexis, and LRP Federal Employment CD-ROM Library, publications such as the Federal Labor Relations Reporter, and treatises such as Broida. Based on this research, applies the facts at hand and prepares drafts of legal memoranda, necessary legal documents, or advisory opinions.
