The United States Marshals Service is the nation's oldest and most versatile federal law enforcement agency. The missions of the Service include protection of the judiciary, court security, witness security, asset seizure and forfeiture, apprehension of fugitives, prisoner transportation and custody.
The position is assigned to the United States Marshals Service (USMS), Prisoner Operations Division (POD), Detention Standards and Compliance Branch (DSCB)
The DSCB develops, publishes, and monitors compliance with the Federal Performance Based Detention Standards (FPBDS), and evaluates detention facilities housing USMS detainees to ensure they operate in a safe, secure, and humane fashion. Learn more about this agency
Responsibilities
Duties include but are not limited to the following:
Serve as the appointed Contracting Officer's Representative (COR) responsible for monitoring contractor compliance with the terms and conditions of long-term, high value contracts for prisoner detention and transportation services
Perform Quality Assurance Reviews (QARs) to ensure adequacy and sufficiency of services provided in private detention facilities that house USMS prisoners
Develop, manage, and maintain contract monitoring instruments, and a document control system
Review technical proposal for detention and transportation services that are submitted for award consideration
Monitors conditions of confinement for USMS prisoners to ensure compliance with applicable detention standards
Prepare contract monitoring and other reports in accordance with USMS policies and procedures, or as directed by POD.
Must pass a pre-employment security investigation and drug screening.
A one year trial/probationary period may be required.
Must obtain/maitain a FAC-COR Level III within 2 years of being selected
Must file an OGE-450 Confidential Financial Disclosure Report
FAC-COR Condition of Employment: The incumbent must obtain (within two years of being selected) and maintain a FAC-COR (Federal Acquisition Certificate - Contracting Officer's Representative) Level III certification in accordance with the USMS Acquisition Career Management Handbook.
All qualifications requirements for this position must be met within 30 days of the closing date of this announcement.
Qualifications
FAC-COR Condition of Employment: The incumbent must obtain (within two years of being selected) and maintain a FAC-COR (Federal Acquisition Certificate - Contracting Officer's Representative) Level III certification in accordance with the USMS Acquisition Career Management Handbook.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
GS-13 Specialized Experience: One or more years (12-months) of full-time specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
Reviewing contract terms and detention standards to develop the processes, procedures, and documents constituting contract monitoring instruments;
Monitoring the conditions of confinement for prisoners in order to identify areas of non-compliance with detention standards and ensure corrective actions are taken;
Reviewing proposals for detention and transportation services submitted for award consideration; and
Reconciling vendor invoices to ensure that funds are properly obligated, certified, and paid.
