Summary

About the Agency

The selectee for this position will serve as a a Transportation Assistant (Freight) in the Shipping Section, Warehousing Division, NAS Key West Detachment, NAVSUP FLT LOGISTICS CNTR JACKSONVILLE. The primary purpose for this position is to serve as Transportation Assistant (Freight) and is responsible for the arrangements for shipment and delivery of freight for all NAS departments, tenant activities, and visiting squadrons. This includes oversized, heavy haul, hazardous, security risk, live animals and explosive materials. The incumbent also functions as the Official Mail Manager (OMM) and is responsible for ensuring efficient utilization of assets and compliance with U. S. Postal Service (USPS) policy, Department of Defense (DOD) and Department of Navy (DON) regulations and instructions.

Duties

The successful selectee will perform the following duties:

• Processes for the operation all shipments less than 150 pounds.
• Assists with providing advice concerning availability and capacity of carrier service, safety and protection of cargo, freight rates, methods, and procedures common to the procurement of transportation services.
• Maintains daily logs of shipments.
• Performs various duties involving the control, processing and delivery of incoming/outgoing mail.
• Develops or revises procedures to improve the efficiency of mail operations, and provides mail handling training to personnel.
• Responsible for the picking up and dropping off of mail to the local U. S. Post Office.
• Monitors automated computerized metering mailing equipment for proper maintenance, operable conditions, offenses and violations.

Qualifications

Examples of qualifying specialized experience include some or all of the following: (1) Screening for accuracy and forwarding of documents for moving specialized shipments such as oversized, heavy haul, extremely fragile, hazardous, security risk, live animals or other temperature sensitive materials, equipment, or instruments; (2) Utilizing automated website/programs to facilitate the shipment of small parcels via FEDEX, UPS and DHL or similar vendors; (3) Preparing correspondence, reports, spreadsheets, and other documents using a personal computer, databases and software; (4) Advising and/or training employees on standard mail procedures or policies; and (5) Performing various duties involving the control, processing and delivery of incoming/outgoing mail.

Security Clearance
-Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Pre-appointment Physical
-Selectee will be required to successfully complete a pre-appointment physical examination.
-The work may require some physical effort such as standing, walking, bending or sitting and lifting up to 70 pounds.

Work Environment
-Some work situations will require exposure to a warehouse environment which requires employee to exercise special care when working around loading docks or material handling equipment and other normal hazards of such an environment.

Driver's License
-Selectee must obtain and maintain a current valid United States driver's license.

180 Day Waiver
-Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
