America's Combat Logistics Support Agency
The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.
Duties
As a Retail Technical and Quality Analyst, in a developmental capacity, you will be responsible for the following duties:
Serves as a Technical and Quality Subject Matter Expert (SME) for the development and implementation of policies and procedures, system functionality, and business capabilities at the retail site.
Provides guidance to Enterprise Business Systems (EBS) end users for interpreting and applying enterprise-wide processes and procedures at the retail site.
Gathers, analyzes, and summarizes complex data regarding past, present, and projected process activity and recommends process improvements based on analysis and/or trends at the retail site.
Generates and monitors Key Performance Indicators (KPI) and metrics for the assigned process area to ensure the process area is meeting its performance target and business rules/policies/procedures are adhered to at the retail site.
Identifies, defines, and delivers Technical and Quality functional training for assigned process at the retail site.
ABOUT THE POSITION: This is an Acquisition, Technology & Logistics (AT&L) Workforce Position in the Production, Quality and Manufacturing Career Field. The incumbent will be required to become certified at Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. AT&L position requirements will be used in the evaluation criteria.

Qualifications
To qualify for a Retail Technical and Quality Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Researching multiple databases to identify data required for creating or updating Material Master Records for logistic supply enterprise systems.
Interpreting technical requirements, reviews specifications, and associated technical data, and analyzing items for compliance to standards and requirements (e.g., part number research, bid sample, shelf life).
Working customer complaints concerning quality issues.
Providing guidance and advice to operating or management personnel on policy/procedures interpretation to current technical and quality processes, systems and policies.
Understanding of end user compliance with policies affecting/involving functional areas within systems.
Assisting with the formulating, coordinating, and implementing of plans.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ift.tt/15fL3d2. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess 3 years of progressively higher level education leading to a Ph.D or equivalent doctorate degree.
C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
Your qualifications will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:
Knowledge of the effect of SAP software in the support of retail supply chain.
Knowledge of DoD and DLA Technical and Quality Assurance.
Skill in applying analytical techniques.
Ability in collecting, analyzing, and interpreting data.
