This position will be filled in any of the following locations: Arlington, VA, Atlanta, GA, Austin, TX, Bedford, MA, Chicago, IL, Dallas, TX, Denver, CO, Kansas City, MO, Los Angeles, CA, Seattle, WA, and Saint Petersburg, FL.

The Auditor, located in the Office of Audits and Evaluations (OAE), is responsible for evaluating Veterans Health Administration’s (VHA) major programs with significant resources and has a nationwide impact related to Access to Care programs and functions. The position is part of a team of up to 20 staff members of other auditors, program analysts, and support personnel that will conduct oversight audits, reviews, and evaluations, and prepare reports designed to evaluate and improve VHA’s Access to Care. All work is performed in accordance with VA, OAE, and OIG requirements, and applicable professional standards

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Identify the required audit coverage to accomplish objectives and assists in the planning and coordination with team members who may be located in several geographic areas during an audit project.
-Develop new audit approaches where no precedents exist and/or develop creative solutions to controversial problems and resolve issues where governing laws and regulations are highly interpretive and/or precedents are nonexistent, obscure, or conflicting.
-Draft survey and audit debriefs describing results of work and prepares draft audit reports.
-Prepare and/or review work papers; assess findings for incorporation into final audit report; develop audit findings; and ensure sufficient, competent, and relevant evidence is documented to support audit project findings.
-Represent the office on interagency task forces established to study specific audit procedures, and processes, or on joint projects with other OIG offices as required.
-Prepare various types of reports, briefings and testimony that cover all major financial and management aspects of VA programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
-Collecting and researching data for studies or evaluations of programs/operations; AND
-Researching laws, regulations, guidelines, and approved procedures to develop or support findings.
OR
Education (attach a copy of your transcript or list of college courses designating semester or quarter hours earned to ensure proper credit): One full year of graduate level education; or Superior Academic Achievement based on a bachelor’s degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
-Collecting and researching data for studies or evaluations of programs/operations; AND
-Providing input to an audit or evaluation report or preparing work papers; AND -Researching laws, regulations, guidelines, and approved procedures to develop or support findings.
OR EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

SOME SUBSTITUTION OF EDUCATION FOR EXPERIENCE IS PERMISSIBLE
Education Requirements: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
